Possible version

Rules are made for people to follow, not to break. When people cross roads, they might be in a rush for doing something, so they don’t care about the traffic rules. In this picture, groups of people are going across the road while red lights. The harm for this is that the cars would not expect the people walking across the street while the red light, and may even cause accidents. 

There may be different reasons in different people. Probably you would be late. So next time, you’d better go out earlier. Someone may say since there is no car, he can cross the road. But for your safety, please wait a minute. Do not follow the ones who lead themselves to danger! I think everyone should obey the traffic rules At the same time the government had better build more footbridges or underpasses.
